MINUTES OF MEETING
Present: Joe Broughton, Pat Cardin, Bobby Spencer, Bryan Hartsell, Jim Williams, Joanna McDonald,
Donnie McDonald, Jonathan Davis, Donald Kitts, Brad Copley, Paul Hagans, Bob
Passeretti, Pat Williams, Randall Phelps, Mary Free-Phelps, David Gibson, Gail Lile,
Timmy Lile, Jimmie Turner, Schuyler Olt, Ricky Hardin, Anita Hardin, Patrick Ritchie, Billy Mudd, Eddie Orozco, Alex Lea, Joe Peach, Steven Dobey and Kim Passeretti.
Not Present: Kym Abernathy, Dowd Bruton, and Phil Rawlings (reasons for absences given)
President Bobby Spencer called the meeting to order at 12:41pm.
The Pledge of Allegiance was lead by KY Regional Director Joe Broughton,
invocation was given by Jim Williams, and roll call was taken by the secretary. Nominations and elections for Executive
Committee Officers were conducted by the Board with results as follows:

Treasurer’s Report - Treasurer Bryan Hartsell handed out copies of the
Treasurer’s Report. Beginning balance:
$9,755.42; total deposits (covering 05/31/07 through 07/12/07) totaled $1,395.95; total disbursements
(covering 5/22/07 through 07/11/07) totaled $1,405.00; ending balance
of $9,746.27. President Spencer asked
for a motion to approve the Treasurer’s Report.
Motion to approve the Treasurer’s Report was made by Bob Passeretti,
seconded by Donnie McDonald. Motion
carried by Board.
Technical
Representative Report
- Technical Representative Steven Dobey talked about the feeding regulations
concerning turkey. Due to the potential for spread of disease, it is
recommended that turkeys not be artificially fed from March 1st to
July 31st. Providing standing corn,
wheat or clover patches is a much better alternative. Steven stated that this feeding regulation
will be revisited and public meetings will be held. President Spencer informed the Board that
KDFWR would like the State Chapter to take a stand on this wildlife feeding
regulation and asked for the Board’s pleasure.
Alex
Lea
asked for an explanation of this feeding regulation to better understand this
issue. President Spencer asked Tech Rep.
Steven Dobey to explain further.
Discussions were held concerning this regulation and what actions the
State Chapter should take. A motion was
made by Schuyler Olt that the State Chapter supports no feeding 30-days before
turkey season until the end of turkey season; in other words, support the
current regulation except for the time period, and limit the time period to
what has traditionally been the anti-baiting period, seconded by Bob
Passeretti. Motion carried by Board and
will be the official position of the Kentucky State Chapter on this issue.
National Board
Member’s Report -
Secretary Kim Passeretti read the National Board Member’s Report for Joe Bland,
who could not attend this meeting. Joe
has been extremely busy working and attending meetings for the NWTF. Since the last State Board meeting, the
Dogwood Drummers (Joe’s chapter) held its JAKES event at Joe’s farm on June 2, 2007. Fifty youths and 30
adults attended making this event a huge success. On June 9th, Joe attended the NASP
Tournament in Louisville, KY and presented the NWTF check. There were 1,860 youths registered for this
archery tournament. To date, $466,000
has been funded by NWTF for the National Archery in the Schools program. Joe helped sign up between 600 to 700 youths
for JAKES memberships during that event.
From June 28 to July 2, 2007, Joe attended the Leadership
Workshop in South Carolina.
There were 1,000 volunteers present and the workshop was very
successful. From July
5 - 8, 2007,
Joe traveled to Florida to meet with the National Board,
Rob Keck and John L. Morris of Bass Pro Shops.
On July 14th, he worked a fish fry at the Louisville Wild
Game Cook-Off for his local chapter generating dollars for the Archery program
installed in Shelby County schools. On July 21st, Joe attended the
Kentucky State Shoot at Elk Creek Hunt Club.
Beginning August 8 - 12th, Joe will be in Edgefield, SC attending the summer board
meetings. Joe Bland also reported that
there were some changes to NWTF’s Wheelin’ Sportsmen program. Kirk Thomas had elected to resign his
position as NWTF’s Wheelin’ Sportsmen Coordinator and, in addition, other
Wheelin’ Sportsmen staff changes had taken place. One thing that has not
changed and will not change is NWTF’s commitment to its Wheelin’ Sportsmen
program - we remain steadfastly dedicated to providing people with disabilities
opportunities to be introduced or reintroduced to outdoor activities. Things are doing well on the national level.
President’s Report (Bobby
Spencer)
- Wildlife
Officer of the Year - Nominations for the Wildlife Officer of the Year
Award will be mailed out to all Kentucky Conservation Officers. Deadline for nominations is in
November. The State Secretary will
be mailing letters to all officers, along with nomination forms by the end
of September.
- Thank
You Card - President Spencer read a Thank You card, from Eddie Orozco, thanking Board members for
the food basket and Get Well cards that he received during his illness.
Vice President Jim Williams presented plaques thanking the
outgoing 2005-2007 Board members for their time, efforts and commitment to the
NWTF, Kentucky State Chapter, and all local chapters during their term.
Regional Directors’
Report
- RD Summer Meeting (Pat Cardin & Joe Broughton) - Pat and
Joe presented a slide show on the new core package items: guns, reviewed
the GOY, silent auction items, etc.
The Raffle Package looks great with many new and different
items. The Sportsmen’s Raffle
Package has been upgraded. Sponsor
guns for 2008 will be a Mossberg ATR 30-06 with Bushmaster
Camo. Something new for the Sponsor
guns - when a banquet reaches 30 sponsors, chapters will receive two
rifles and a little Colt Range Finder.
- Review Joe Broughton’s Upcoming
Banquets & WS Benefits - Joe Broughton reminded the Board that the Northeast
Chapter’s Cash Bash Wheelin’ Sportsmen event is coming up on July 28th;
grand prize will be $10,000, great prizes, raffles and games. Joe also has 2 banquets remaining:
Taylor County Chapter on August 4th and Pine Mountain Chapter
on August 11th.
- Education Boxes (Joe Broughton) - The education
boxes have had some changes in the revision of the K12 curriculum and will
be shipped out to all local chapters some time in August/September.
- Review of NWTF Today (Pat Cardin) - Currently, the NWTF has
2,350 chapters nationwide; awards $500,000 per year in scholarships
nationwide; wild turkey numbers now around 7 million birds in the United
States; raises $7 million a year joint projects nationwide; the Women in
the Outdoors program is bigger now than 7 other nationally-known programs
in the U.S.; funded $1.4 million to the 4-H Shooting Program; NWTF is the only conservation group that
supports for the National Archery in the Schools program (NASP); given
over $1 million to the Shooting Sports Foundation; over 584,000 members
strong; $25 million gross per year; have hosted 20,000 local banquets since
1983 raising over $416 million. Pat
handed out information as to why support the NWTF.
- Leadership Conference Review (Pat Cardin) - Pat reviewed the statistics
from the Leadership Conference: registered Delegates & Guests = 766,
National Board members in attendance = 17; National Regional Staff in
attendance = 129, Edgefield staff in attendance = 95; Licensees/Vendors
hosting stations = 50; total attendance for the 2007 Leadership Conference
= 1,057. Top three states with most
attendees: First Place - Missouri with 56, Second Place - Wisconsin with 53, and Third Place - Kentucky with 48. Forty states had their State Chapter
President or Representative attend the conference.
- Deadlines for 2008 Banquets (Pat Cardin) - Following are the deadlines
for the 2008 Banquet season: October 15th - all ticket orders
must be turned in for chapters; September 1st - convention
donations must be turned in; September 20th - Invitation only
Diamond Life Sponsor Dinner at Elk Creek Hunt Club.
- Lodge Cast Iron Cookbook Entries (Pat Cardin) - The NWTF and Lodge Cast
Iron Cookware have teamed up to produce a publishing first: a
comprehensive outdoor cookbook that will be marketed throughout the U.S. Recipes must be prepared with Lodge Cast
Iron Cookware (cookware includes skillets, grill pans, griddles,
reversible griddles, fryers, kettles, Dutch Ovens and Camp Dutch
Ovens). Recipes must be prepared
over an open fire using charcoal only; ingredients portions must be
designated. Deadline for entries is
August 27, 2007.
- Review of Pat Cardin’s Upcoming Banquets & WS Benefits - On July 28th, South Central
Kentucky Chapter will host their banquet in Bowling Green; August 4th
the Southwest Spurs Chapter will be hosting their Wheelin’ Sportsmen Gun
Bash in Louisville; August 5th, the Heartland Chapter will be
hosting their Wild Turkey Shoot-Out/Golf Tournament at Pine Valley Golf in
E-town; August 11th will be McLean County Strutters Chapter’s
banquet in Calhoun, KY; August 25th is Ken-Tenn Chapter’s
banquet in Fulton, KY.
Jonathan Davis reminded the Board that on July 21st,
the Kentucky State Chapter’s Turkey Shoot will be held at Elk Creek Hunt Club
in Owenton, KY, with all proceeds benefiting the
Wheelin’ Sportsmen program. President
Spencer and Jonathan invited all board members to attend this event or to
volunteer their time. Bob Passeretti
informed the Board that this event was on the State Website with downloadable
registration and information forms.
Old Business/Committee
Reports
A.
NASP Tournament June 2, 2007 - Schuyler Olt reported that the
NASP held its national tournament in Louisville and was attended by over 1700
students from all across the U.S. and Canada.
The State Chapter had a booth signing up JAKES memberships and gave away
green wristbands. One the of archery
manufacturers donated a bow to be raffled off amongst the youths who signed up
for JAKES memberships and by the end of the day, almost every participating
youth was wearing a green wristband.
B.
League of Kentucky Sportsmen Convention - Alex Lea reported that the LKS convention
has fewer delegates this year than ever before.
Rick Allen is the new League of Kentucky Sportsmen’s president as well
as a new slate of officers. Alex was
elected to an office as liaison for the NRA and League of Kentucky Sportsmen.
New Business
A.
Membership Rebate -
Secretary Kim Passeretti explained
the Membership Rebate and
asked the Board to consider pulling
$5,000 from the Rebate to cover the printing and mailing costs for the 2007
Fall Newsletter, with the remainder of this rebate being transferred into the
Super Fund. President Spencer asked for
a motion to approve the transfer of $5,000 from the Membership Rebate into the
State account to cover printing and mailing costs for the 2007 Fall
Newsletter. A motion to approve the
transfer of $5,000 from the Membership Rebate into the State account to cover
printing and mailing costs for the 2007 Fall Newsletter was made by Eddie Orozco, seconded by Donnie McDonald. Motion carried by Board.
B.
New Kentucky Women’s Volunteer
Coordinator -
President Spencer announced that
Kentucky has a new Women' Volunteer
Coordinator, Mary Free-Phelps.
C.
Shelley Nickell Brochures - Vice President Jim Williams
informed the Board that new informational brochures need to be updated and printed
for the Shelley Nickell mural that is now displayed at the Wolf Creek Dam and
Fish Hatcheries Visitor’s Center. Jim
suggested that 10,000 copies be printed with the State Chapter covering the
cost of $400.00 for these copies. Jim
stated that the local organization Friends of Wolf Creek are willing to donate
$100.00 to the printing of these brochures. Total cost of printing and shipping will be
$550.00. Schuyler Olt suggested that an
NWTF membership application form be added to the brochures. President Spencer asked for a motion to
approve the $400.00 funding for the brochure printing of 10,000 copies. A

D.
Women in the Outdoors Fall Turkey Hunt - Women’s Volunteer Coordinator
Mary Free-Phelps asked the Board for volunteer turkey callers who would be
willing to give their time and skills for this event that is scheduled for October
27, 2007.
E.
Fall State Newsletter Deadline - Communications & PR Chairman Bob Passeretti reminded the Board
that the deadline for articles for the fall newsletter will be November 1, 2007. Bob asked for
the Board’s permission to post the OSHA’s article, concerning regulation
changes for ammunition and explosives, on the State Website. A motion was made by Alex Lea to permit the OSHA’s article
posting on the State Website, seconded by Schuyler Olt. Motion carried by Board.
F.
KDFWR Trailer W/FATS System - Pat Cardin reported that starting September 1st,
this trailer will no longer be available for chapters JAKES events due to KDFWR
budget restraints. President Spencer
volunteered to check into this matter and report his findings to the Board at
the September meeting.
G.
2008 State Committee - President Spencer announced the
2008 State Committees: Communication
& PR Chairman- Bob Passeretti, State Wheelin’ Sports Chairman - Billy Mudd, Seed Committee Chairman - Donnie
McDonald, Super Fund Committee Chairman - Bobby Spencer.
The position of State JAKES Coordinator will have to be filled at the
next scheduled Board meeting since Jim Williams will not be able to fill this
position again.
H.
Trailer Purchase for Pat Cardin - Pat Cardin asked the Board to consider
purchasing him a trailer for transporting banquet necessities from you banquet
to another. He is hoping to find one
similar to Joe Broughton’s. President
Spencer asked if the Super Fund could handle this expenditure. Kim Passeretti
reported that the Super Fund had funded $2,900 which covered the trailer and
insurance, and assured the Board that the Super Fund could handle this
expenditure and asked that this be considered now since next year’s budget was
going to be tight. A motion was made by
Bob Passeretti that the Board approve the funding for Pat to purchase a
trailer, seconded by Schuyler Olt.
